SARS是一個警訊,但是我們沒有悲觀的權利。我們應該將這次危機視為一個轉機,一個可以讓我們創造社區價值的機會。在一些西方國家的鄉下地方,主要由一 個牧師、一個小診所或藥局,加上一間雜貨店所構成,牧師做你的精神導引,藥局支援家庭的醫藥箱,人們過著簡單的生活,不需要天天去看國家大事。這個文化在 許多西方國家已經存在四、五百年了。不像我們的人民,每天跟著媒體裡的民代、政黨、國家大事打轉。老實說,這樣的生活我也覺得受夠了。希望經過這次 SARS危機,民眾能善用社區的醫療資源,社區醫師、藥師也能提供居民一個好的照顧,共同創造一個對台灣人民來說新的社區生活文化。
CHEN I-CHUN: When the first SARS patient turned up at NTU Hospital, could we lean on assistance from the government or from foreign experts? In fact, what so-called “civic consciousness” refers to is this: In dealing with a given matter, each person can get insights into the problems involved from their individual professional positions and personal points of view, seek out the views of different experts, and finally come up with ways of solving problems.
陳宜君:當第一個SARS病人在台大出現時,我們能靠政府或國外專家的支援嗎?事實上,所謂公民意識指的是:每一個人在面對一件事情時,可以依個人不同職業的立場與個人不同的角度去發現問題,並且尋求不同專家的意見,再提出解決的方式。
Since NTU Hospital launched an all-out mobilization of its personnel on March 14, lots of them have had almost no family life for the past two months. During our first month of combating the epidemic, we gave it our all and utilized the whole of our existing resource network to deal with the crisis, in hopes that our efforts could forestall any detrimental impact on Taiwanese society. During that first phase of the battle, we did indeed achieve this objective. Resultantly, however, other institutions or people in them took the attitude that this was purely a NTU Hospital affair, and they demanded that we shoulder the entire burden of drawing up standard anti-SARS protocols to serve as guidelines for relevant government agencies and other hospitals. With everyone else taking the passive attitude that this was the obligation of NTU Hospital, none of them in fact really mobilized their own people or paid serious heed to the problems involved in battling SARS. It was only due to this circumstance that grave problems emerged in places where NTU Hospital had no power to control things, and that we were forced to withstand enormous pressure in the next phase of the SARS war.
臺大醫院從三月十四日針對 SARS開始全部動員,很多人兩個月來幾乎沒有家庭生活了。在抗疫的第一個月,我們投下所有的心力,利用現有的資源結構來 面臨這個危機,希望我們的努力可以讓台灣社會可以不受任何的影響。在第一階段,我們的確做到了,但是結果卻導致其他單位或人員認為這件事是台大醫院自己的 事情,我們被要求訂立所有的規範,提供給相關政府單位與其他醫療院所做參考。可是大家在心態上卻認為這是台大醫院的事,沒有真正的動員或正視這樣的問題。 因此才會在台大沒有辦法控制的地方發生很嚴重的問題,也讓台大在防疫的第二階段承受很大的壓力。
It’s incumbent upon each and every one of us to mobilize forces within our own institutional settings or living environments, and to join heads in contemplating how best to carry out our epidemic-prevention work, rather than always just waiting for others to help us out. We have enough economic strength and enough knowledge to deal with this problem, but we don’t have enough communication and cooperation with each other. NTU Hospital is just a small part of Taiwanese society, and it’s impossible for us to bear the entire responsibility for our society. If everyone throughout society can be brought into action, I’m confident that the problem can surely be solved.
我們每一個人都應該在自己的工作單位或自己的生活環境中動員起來,一起思考如何把這份防疫的工作做好,而不是永遠等別人來幫助我們。我們有足夠的經 濟力量與足夠的知識一起來面對這樣的問題,然而卻沒有足夠的溝通與合作。台大只是台灣的一小部分而已,我們不可能扛下整個社會責任。如果整個社會能動員起 來,我相信問題一定可以解決。
MODERATOR: Civic consciousness, therefore, isn’t merely a matter of protecting individual interests. Every person ought rightly to have the capacity to take the initiative in coming to grips with their own problems and coming up with solutions. It is this sort of civic consciousness that Taiwan so sorely needs.
