主持人：所以公民意識不只是要維護個人的權益而已，還要瞭解每個機構與個人應該負起的公共責任。每個人應該要有能力發掘在這次防疫行動裡，自己的問題與解決的方式。這才是台灣社會非常需要的公民意識。
 JULIAN KUO: What the SARS battle has starkly revealed is the ineffectualness of action by the central government, causing people in society to become self-defensive. But due to society itself having serious deficiencies in values and relevant knowledge, this mentality has produced mostly panic-stricken reactions. Among private-sector actions, what has given me the impression of a genuine expression of civic consciousness is the joint letter signed by 27 university heads. Still, the main focus of their message was the hope of getting the central government to intervene forcefully. So, on the whole, private-sector action to combat SARS has been extremely impotent! 郭正亮：這一次抗SARS非常明顯的是國家的行動失效，於是社會大眾開始自我防禦，但是由於社會本身的價值觀與相關的知識嚴重不足，所以引起的大部 分是恐慌性的反應。在民間行動裡，真正讓我覺得具有公民意識內涵的是二十七所大學校長的聯名，然而聯名要求的重點還是希望政府強力介入，所以整體而言，在 這次抗SARS的行動中，民間是非常無力的！
In truth, this is all impinges on the question of what contributions governments have made over the long term with respect to strengthening local communities’ self-protective capabilities. As a matter of fact, governments have contributed very little in terms of planning and provision of resources for the development of related societal mechanisms. Take, for example, community universities. Many community universities in Taipei have now turned into recreation clubs. Their most popular course offerings are fortune-telling and karaoke, because they’ve received no encouragement to evolve into genuine institutions of higher education, and governments have been reluctant to set up mechanisms for certifying formal university credits. It’s only because the encouragement provided by our governments is vastly inferior to that provided by governments in South Korea or the U.K. that so many community colleges have now become “fun-and-games universities.”
 事實上，這就牽涉到長期以來，對於社區自我防衛的功能，政府提供了什麼的問題。事實上，政府 對 相關制度的 設計、資源的提供 都非常少，譬如我們以社區大學為例，台北市有很多社區大學現在都己經變成聯誼會了，它們最熱門的課程是算命、卡拉OK，因為它們沒有被鼓勵朝一般高等教育 學府的方向走，政府也遲遲不願意建立學分認證的機制，相對於南韓、英國政府，我們政府對社區大學的鼓勵是遠遠不及，才會使今天許多社區大學變成「康樂活動 大學」。
