INTRO. Given the impossibility of speedily dispelling the SARS crisis in Taiwan, what sort of attitudes and practical adjustments in life should our governments and citizenry adopt in preparation for combating the contagion over the long haul? Out of concern for this question, on May 16, the National Association for the Promotion of Community Universities (NAPCU) sponsored a gathering of representatives from the realms of business, government and academia, inviting them to take a hard look at civic consciousness in Taiwan in the light of the SARS epidemic, and to assess the epidemic’s impact on all levels of society. Below, the Taiwan News presents for its readers excerpts from the discussion, moderated by NAPCU Chairman Ku Chung-hua.
當台灣的SARS危機短時間無法消除，政府與民間應該要以什麼樣的心態與生活調適來面對一場長期抗戰？主辦單位社區大學全國促進會特別規劃本次論壇，邀請 來自產官學界的專家，從SARS事件來檢視台灣的公民意識、以及SARS對社會各個層面所造成的衝擊。座談會由社區大學全國促進會理事長顧忠華主持，本報 特別整理部分精采內容以饗讀者。

KU CHUNG-HUA: The SARS incursion has been likened by many to Taiwan’s having to fight a war. Many aspects of the ways in which various sectors of society have reacted to the spread of SARS are worth discussing. We hope that through today’s panel discussion we may reflect on the various impacts which SARS has had on civic consciousness in Taiwan and on what lessons might be learned therefrom. Further, we hope that the discussion can also address overall policy concerns, broadly examining such issues as medical and public health policies, how local communities can join forces to combat SARS, and how people can get accurate understanding.
顧忠華：這次SARS入侵，許多人把它比喻為台灣正面臨一場戰爭。SARS疫情蔓延開來之後，社會各部門的反應模式有很多值得討論的地方。今天希望藉由這 場論壇，大家一起來反省SARS對台灣公民意識所產生的一些衝擊，我們可以從這裡面得到什麼樣的教訓？同時也希望今天的討論能針對整個政策，包括醫療、公 共衛生政策，社區如何協力對抗SARS，以及如何獲取正確知識等議題做廣泛的探討。
